1. Accommodation Registration:
When foreigners stay in hotels in China, the hotels shall register their accommodation in accordance with the regulations on the public security administration of the hotel industry and submit foreigners’ accommodation registration information to the public security organs in the places where the hotels are located.
For foreigners who reside or stay in domiciles, they or the persons who accommodate them shall, within 24 hours after the foreigners’ arrival, bring valid passports and certificates to the public security organs in the places of residence and register the foreigners’ residence.
For foreigners who have been residing in China for a long-term period, they shall register their residence in accordance with the above rules when they leave their domiciles and lodge temporarily at other places and when they return to their domiciles.
2. Types of Visa
X1 visa— long-term student visa; X2 visa—short-term student visa
Before entering China, students can apply for X1 or X2 visa from the Chinese embassy or Consulate-General in their countries.
Students (including degree students and scholars) who will study in China for more than 6 months should apply for an X1 visa to enter China.
Students taking short-term programs such as exchange programs should apply for an X2 visa to enter China.
Residence Permit
After entering China, foreign students who hold X1 or X2 visa should apply for residence permit within given time, which allows multiple entries and exits.
*After entering China, the Residence Permit application time varies according to different visas:
X1 visa: within 30 days upon arrival in China
X2 visa: 10 days before the visa expires (when an extension of stay duration in China is needed and students should apply for a validity of more than 6 months for the first time visa transfer)
Residence Permit: 30 days before the visa expires (when an extension of stay duration in China is needed)

3. Application and extension of residence permit
1)First-time Application for Residence Permit
STEP 1
Before going to the Student Affairs Hall (1st Floor, Jiageng 3 Bldg. Main Campus, tel: 2187232), you need to have the following-mentioned papers ready.
□A. Accommodation Certificate
□B. Health Certificate (issued by local quarantine bureaus in China) (New Student ONLY)
□C. Admission Notice(photocopy, New Student ONLY)
□D. Yellow Page of the JW Form (attached in the admission package) (New Student ONLY)
□E. Passport (original and photocopies of passport and current visa page)
□F. 2 2-inch photos (recent, white background)
□***Introduction letter (Students at OverseasEducationCollege ONLY, available at the OEC Office)
How to get Paper A?
→If you are living in Caiqingjie, Nanguang4/5,show your passport and ask the receptionist for Registration Form of Temporary Residence (临时住宿登记表) on 2F,Caiqingjie Bldg.
→If you are living on Xiang’an Campus,bring your passport to Xindian Police Station and ask them for Accommodation Registration Form (境外人员住宿登记表).
→If you are not living in the mentioned-above, show your passport, lease contract, copy of Landlord’s ID Card and copy of the ownership certificate of the flat to the local police station* nearby and ask them for Accommodation Registration Form (境外人员住宿登记表).
*Students residing in Siming District should get Paper A in Siming Public Security Sub-bureau. You can take Bus No. 15 from Xiada Station and stop at Yueyang Xiaoqu Station.
How to get Paper B?
Go to Xiamen Quarantine Bureau, better in the morning, with passports, 4 2-inch photos, 700 RMB in cash and original health examination documents obtained in your home country, if you have. Address: No.116 Dongdu Road (东渡路116号出入境检验检疫局) (You can take Bus No. 841 from Xiada Station and stop at Shangjian Station.)
*The university will organize new students to go to Xiamen Quarantine Bureau at the beginning of the new academic year. If your visa is going to expire soon, you can go to the Quarantine Bureau yourself first and normally the result will come out in the next working day.
Step 2
□G. Official Documents from XiamenUniversity
Bring Papers A+B+C+D+E+F to Student Affairs Hall (1st Floor, Jiageng 3 Bldg. Main Campus, tel: 2187232) to get G. Official Documents from Xiamen University
Step3
With Papers A+B+C+D+E+F+G, you can go to Entry and Exit Visa Administration Office, Xiamen Public Security Bureau (PSB). Address: No.64 Zhenhai Road (You can take a bus and stop at No. 1 Hospital Station) Office Time: Mon. to Fri. 8:10-11:45; 15:00-17:30;Sat. 9:00-15:30.
Step 4:
It usually takes 15 working days (3 weeks) to get a new residence permit from PSB. After getting your passport back, please go to the place where you get Accommodation Certificate (2F Caiqingjie Building/local police station) to update your accommodation status and keep the new Accommodation Certificate for next time’s application. Otherwise, next time when you apply again, the stay duration will be shortened by PSB.
2)Application for Residence Permit Extensions
STEP 1
Before going to the Student Affairs Hall (1st Floor, Jiageng 3 Bldg. Main Campus, tel: 2187232), you need to have the following-mentioned papers ready.

□B. Passport (original and photocopies of passport and current visa page)
□C. 2 2-inch photos (recent, white background)

□***Proof of Study Extension (Graduating students who apply for study extension ONLY, available at the college offices)
Step 2
□D. Official Documents from XiamenUniversity
Bring Papers A+B+C to Student Affairs Hall (1st Floor, Jiageng 3 Bldg. Main Campus, tel: 2187232) to get D. Official Documents from XiamenUniversity
Step3
With Papers A+B+C+D, you can go to Entry and Exit Visa Administration Office, Xiamen Public Security Bureau (PSB). Address: No.64 Zhenhai Road (You can take a bus and stop at No. 1 Hospital Station) Office Time: Mon. to Fri. 8:10-11:45; 15:00-17:30;Sat. 9:00-15:30.

Note:
*Degree students can apply for a residence permit for a maximum duration of two-year at a time while Chinese language scholars for one semester or one academic year should apply according to the tuition they have paid.
*The rates for residence permit application are as follows:

*Students who transfer to XiamenUniversity from other Chinese cities should show job certificates or studentship certificates (presented by your companies or institutions) to Student Affairs Hall and obtain relevant documents from XiamenUniversity before going to the Entry and Exit Administration Department of Xiamen Public Security Bureau.
* All information registered on the foreigners’ residence permits (name, gender, date of birth, passport No., purpose of residence, residence address, ect.) cannot be altered arbitrarily. If there have been changes of the above information on the residence permit, the permit holder must register the changes at the local Public Security Bureau within ten days. Otherwise, he/she will be issued a warning, or fined; serious offenders will be ordered to leave the country within a specified period; when applying for changes, foreigners are supposed to provide the Application Form for Visa (Residence Permit) and Application Letter issued by Student Affairs Hall.
3. Miscellaneous
1) In one of the following circumstances, a foreigner shall be deemed to be residing in China illegally:
A. The applicant’s stay or residence exceeds the duration specified in his or her visa, stay permit or residence permit;
B. The applicant overstays the visa-free period and fails to obtain a stay permit or residence permit;
C. The activities of the applicant go beyond the restricted area of stay or residence; or
D. Other circumstances where foreigners reside illegally.
2)Regarding Lost Passports
Overseas students who lose their passports during their residence in China should complete the following procedures:
A. Report the loss to the local police station where the passport was lost
B. Report the loss to the Entry and Exit Visa Administration Office of Xiamen Public Security Bureau and get the certificate of passport loss
C. Go to the embassy of the student’s concerned to apply for a new passport
D. Proceed to the Entry and Exit Visa Administration Office of Xiamen Public Security Bureau to conduct visa and residence permit procedures.
