根据中国政府奖学金和孔子学院奖学金资助机构的相关文件精神，中国政府奖学金生和孔子学院奖学金生（资助范围涵盖住宿费者）如放弃校内免费住宿资格，申请校外住宿，可获得相应的住宿货币化补贴。我校现向此部分学生开放校外住宿货币化补贴申请，具体事宜如下：
一、住宿规定
享受中国政府奖学金/孔子学院奖学金的国际学生（资助范围涵盖住宿费）
1、在校内住宿的，免交住宿费；
2、放弃校内住宿资格，自行安排校外住宿的，可向学校申请货币化补贴。
注：汉办师资处资助的“南亚师资班”奖学金项目奖学金生不可申请校外住宿货币化补贴。
二、受理时间与地点
本学期受理时间：11月16日到11月24日（不含周末及节假日，其他时间概不受理）
*注：第二学期确认时间待通知。
受理地点：
思明校区：嘉庚三508室
翔安校区：学生活动中心一楼学生事务大厅3-5号柜台
三、申请步骤
(一)本学年未入住校内宿舍的学生
1. 签署2020/2021学年承诺书，承诺本学年内放弃校内住宿资格，不再享受校内免费住宿，在校外住宿期间需遵守相关法律法规，并按要求履行校外住宿登记手续。
2. 在受理时间内将以下文件提交至指定办公室：

□A. 蔡清洁楼/翔安校区公寓办未入住证明（思明校区前往蔡清洁楼二楼总台；翔安校区前往学生事务大厅7号柜台开具）
□B. 中国政府奖学金生/孔子学院奖学金生校外住宿承诺书（中国政府奖学金生：原件上交，学生自行留存复印件；孔子学院奖学金生：原件上交，复印件提交至所在学院和孔子学院办公室）
□C.租房合同复印件（租期至少半年）（仅供查验）
□D.所租房产权证复印件和房主身份证复印件（仅供查验）
□E.暂住证复印件（携带护照、文件C和文件D前往租房当地派出所取得）
3. 春季学期确认：外住学生需在2020/2021学年春季学期受理时间内携最新的租房合同和暂住证复印件到受理地点确认租房信息方可领取春季学期的补贴,未在受理时间内进行确认的，春季学期补贴不予发放。
（二）从校内宿舍搬出的学生
1. 签署2020/2021学年承诺书，承诺本学年内放弃校内住宿资格，不再享受校内免费住宿，在校外住宿期间需遵守相关法律法规，并需要按要求履行校外住宿登记手续。
2. 办理退宿手续并在受理时间内将以下文件提交至指定办公室：
□A. 蔡清洁楼/翔安校区公寓办退宿登记单（思明校区前往蔡清洁楼二楼总台；翔安校区前往学生事务大厅7号柜台开具）
□B. 中国政府奖学金生/孔子学院奖学金生校外住宿承诺书（中国政府奖学金生：原件上交，学生自行留存复印件；孔子学院奖学金生：原件上交，复印件提交至所在学院和孔子学院办公室）
□C.租房合同（租期至少半年）（仅供查验）
□D.所租房产权证复印件和房主身份证复印件（仅供查验）
□E.暂住证复印件（携带文件C和文件D前往租房当地派出所取得）
3. 新学期确认：外住学生需在2020/2021学年春季学期受理时间内携最新的租房合同和暂住证复印件到受理地点确认租房信息方可领取春季学期的补贴，未在受理时间内进行确认的，春季学期补贴不予发放。
四、发放补贴
1.发放期间：
2020/2021学年的货币补贴有效期间为2020年9月至2021年8月，2021年毕业生货币补贴有效期间为2020年9月至2021年7月，2020级新生货币补贴有效期间为2020年10月至2021年8月。
学生按照要求提交完整材料后，我处将在受理材料11月底以学期为单位向学生发放货币化补贴。住宿货币化补贴按学生实际外住的月份发放。外住时间以思明校区蔡清洁楼/翔安校区公寓办登记的退宿日期为准，1日-14日退宿的发放当月整月货币化补贴，15日-24日退宿的发放当月半个月货币化补贴，25日后（含25日）退宿的当月货币化补贴不发。

2020/2021 AY Off-Campus Accommodation Subsidy ApplicationNotice
for Chinese Government Scholarship and Confucius Institute Scholarship Students
According to relevant regulations issued by the Ministry of Finance, Ministry of Education and Hanban, students on Chinese Government Scholarship and Confucius Institute Scholarship programs (accommodation fees covered) can enjoy off-campus accommodation subsidy if they move off campus. The application details for 2020/2021 AY are as follows:
I. Accommodation Rules
CSC and CIS students (accommodation covered by the scholarship) can
1. Either enjoy free accommodation on campus;
2. Or forfeit the free accommodation place on campus, move out and apply for off-campus accommodation subsidy.
Note: The South Asian Teachers Program under Confucius Institute Scholarship is excluded from the off-campus subsidy policy.
II. Application Time and Place
Application Time:
Nov.16~Nov. 24, 2020 (NOT including weekends and holidays. Application submitted at other times will not be processed).
******Please note that the application time includes both the time for application and the time for confirmation for the spring semester of 2020/2021AY .
Application place:
Siming campus: Room 508, Jiageng 3
Xiang’an campus: Counter 3-5, Student Affairs Hall, 1F, Student Activities Center
III. Application Procedures for Off-Campus Accommodation Subsidy
Type A: Students who never check in student dormitories during 2020/2021AY
1. Sign the “2020/2021AY Letter of Commitment for Off-campus Accommodation for Chinese Government Scholarship and Confucius Institute Scholarship Students”, affirm the commitment to forfeit the free on-campus accommodation within the academic year in question and to register their residences and abide by relevant laws and regulations during their stay outside the campus.
2. Submit required documents to designated offices within prescribed timeframe:
□A. No Check-in Proof from the Housing Office (Siming campus: available at the receptionist on 2F, Caiqingjie Bldg.; Xiang’an campus: available at Counter 7, Student Affairs Hall, 1F, Student Activities Center)
□B. Letter of Commitment for Off-campus Accommodation for Chinese Government Scholarship and Confucius Institute Scholarship Students (CSC students: submit the original and keep the copy yourself; CIS students: submit the original to OSAO and copies to your colleges and Office of Confucius Institute Affairs)
□C. Copy of Lease Contract (validity not less than 6 months) (For check only)
□D. Copy of the Real Estate Licenses of the Landlord and Copy of the Landlord’s ID Card (For check only)
□E. Copy of Accommodation Report (obtained at the local police station with Document C and D)
3. Confirmation for new semester: scholarship students who applied for off-campus subsidy should bring copy of the latest lease contract and accommodation report to designated places to confirm their off-campus residence information within application time of the spring semester of 2020/2021 AY. Otherwise, the subsidies for the spring semester will be withheld.
Type B: Students moving out from on-campus dormitories
1. Sign the “2020/2021AY Letter of Commitment for Off-campus Accommodation for Chinese Government Scholarship and Confucius Institute Scholarship Students”, affirm the commitment to forfeit the free on-campus accommodation within the academic year in question and to register their residences and abide by relevant laws and regulations during their stay outside the campus.
2. Campus check-out and submit required documents to designated offices within prescribed timeframe:
□A. Check-out report from the Housing Office (Siming campus: available at the receptionist on 2F, Caiqingjie Bldg.; Xiang’an campus: available at Counter 7, Student Affairs Hall, 1F, Student Activities Center)

III. Subsidy Delivery
1.Delivery Period:
The validity of 2020/2021 AY off-campus subsidy lasts from Sept. 2020 to Aug. 2021.
**The validity of 2020/2021 AY off-campus subsidy for 2021 graduating students lasts from Sept. 2020 to July. 2021.
**The validity of 2020/2021 AY off-campus subsidy for 2020 new students lasts from Oct. 2020 to July. 2021.
After students complete the above procedures and submit all required documents, the subsidies will be delivered at the end of Nov. 2020. The subsidies shall be given according to the actual months for off-campus accommodation. The starting date for off-campus accommodation should be the check-out date registered at Caiqingjie Building (Siming Campus)/Housing Office (Xiang’an Campus). Students who check out between 1st and 14th will be given subsidies for the whole month in question, those who check out between 15th and 24th will be given half of the subsidies for the month in question and those who check out after 25th (including 25th) will not be given subsidies for the month in question.

IV. Miscellaneous
If students intend to reapply for free on-campus accommodation for next academic year, application should be filed to the Housing Office before the end of the academic year in question. The Housing Office will process the move-in application according to the availabilities of rooms on campus. Students should not move out again within 6 months of moving-in.
